First suggestion is the suggestion for a suggestion section on here...makes sense right?

Ok here are my others:

Skiller Cape - Given for having 99 in all non-combat skills and 1 in all others minus having 10 HP

Construction - Add it;)

Donation Page - Just a page with how much you must donate to get certain items

Yell - Allow all players to yell say every 15-30 seconds.

NPC Roaming - Change up how many squares each NPC can move

Make-Over Mage - Allow it to change the specifics of your body right there

Random No-Drops - When fighting monsters the drop will sometimes not appear while you are even the only one there

D.O.D. - Fix the dropped on death screen because it changes when you wear different things and honestly it is not quite right

Screenies - Have an in-client screenshot mechanism

Vote - Fix the voting system so that you can ::claim the money 

Agility - Add advanced Gnome Agility Course or Barbarian Agility course

Dropping - Allow either dropping after 15 minutes of account creation or make items disappear because there is no ::empty so my bank is getting cluttered as I am sure many others' are.

Empty - Add ::empty

Xat - Get an Xat Chat for everyone to talk in

Fally Party - Working Falador Party Room for better giveaways

PVP Armour - Either add it to the G.E. at about 250m a piece or have monsters drop it.

Xp Counter - I want to know my total xp not just that I have "Lots!";) 

Those are a few that were on the top of my head. I will edit it and add more as people tell me.
